Married with two children, Crystal and Christina, Kathy is a veteran of the U.S. Navy, and worked as a civilian employee of the military for 10 years following her honorable discharge from the Navy.

No stranger to providing service to others, in 1994, Kathy and her husband, Joe Phelps, started Pinnacle Computers to provide the citizens of Clark County a local choice for their computer needs. In 1995, they started IOCC.com to provide a local option for internet service.

Kathy is equally well versed in the arena of public service. Since the inception of Court Appointed Special Advocate (CASA) in Clark County 5 years ago, Kathy has volunteered as a CASA, helping neglected and abused children. Preparing reports, making recommendations to the circuit court, and attending hearings on behalf of the children, Kathy works tirelessly to ensure that the children of Clark County are treated fairly and receive the best possible opportunities to succeed.

Kathy recognizes that a sincere desire to serve others coupled with hard work, while admirable traits, is no substitute for experience. As an employee of Clark County, she has worked at the Prosecuting Attorney's office as Juvenile Coordinator, and presently works in the District Clerk's office as the Civil / Small Claims Clerk. In this capacity she helps customers fill out claim forms, set hearing dates, file judgments and other documents for attorneys. She prepares case files for court, attends court hearings and is responsible for the financial ledgers and deposits.

Kathy believes that a vibrant, healthy community depends on concerned, involved citizens. She is an active member of Faith Missionary Baptist Church, and the Arkadelphia Civitan Club, where she served as president.
